If you're going for PvE use, go with the tatoo armor. You shouldn't actualy be attacked in PvE.

In PvE, yes take the tatoos. In PvP it is all about preference.

for pve energy is a must for pvp it depends
+health can be a lifesaver in pvp but in pve its just gank monster gank monster (for warriors) you gotta keep the party alive so energy is always a must.

I'm not sure if its been stated in other threads, but I decided to try out the armor with +10(enchanted)
For gear I use an ( HoD sword with +5 armor ) and a ( divine offhand +45hp(ench) armor+5(encht) )
I usually run a boon prot build, So I prefer the 80AL while enchanted (since I almost always am enchanted) as oppossed to the extra energy.
However if I have a good group I will usually switch back to my astectic armor.
a litttle offtopic, but someone ingame was convinced that one peice of the +10(ench) was global. I'm fairly certain it is local. Anyone tested it?

Personally I think the +10 armor on enchant and the +5 armor mods on weapons are actually best for a monk, here's why:
The added armor affects you always. The max energy just gives you a small advantage at the beginning of a battle since it does nothing for your recharge rate, which is what actually matters when your energy is not at max.
Also, more armor means you heal yourself less, 80 armor makes a huge difference. You will heal yourself MUCH less. Again, this is a benefit that keeps on giving all the way through the battle.
